Emotional manipulation and underreporting hinder fight against fraud, experts say

Vienna, Mar. 17 (EFE).- Fraud, particularly online fraud, is one of the fastest-growing crimes, generating tens of billions of dollars for criminals, while victims’ feelings of guilt and shame lead to low reporting rates and make detection more difficult.

“Fraud is, in essence, a crime of communication,” said Elisabeth Carter, an expert in fraud prevention, on Tuesday during the Global Anti-Fraud Summit organized by the United Nations and Interpol in Vienna.
